Department of Transportation (DOT) Drug & Alcohol Testing

The Department of Transportation (DOT) plays a critical role in ensuring public safety by regulating drug and alcohol testing for safety-sensitive employees in the transportation industry. This guide explains how DOT and non-DOT drug testing differ, why DOT compliance matters, and the various testing situations employers and employees may encounter.

DOT Drug & Alcohol Testing Defined

DOT drug and alcohol testing refers to federally regulated testing programs required for employees who perform safety-sensitive transportation duties. These include commercial drivers, pilots, railroad employees, transit workers, pipeline operators, and other regulated positions.

The purpose of DOT testing is simple: to protect the traveling public by helping ensure employees can safely perform their job responsibilities.

Why DOT Compliance is Important

DOT compliance helps maintain a safe, reliable transportation system while ensuring employers meet federal regulations.
Proper compliance helps:
Protect public safety
Reduce workplace accidents
Meet federal requirements
Maintain operating authority
Reduce employer liability
Failure to comply can result in serious consequences, including fines, loss of certification, and other regulatory penalties.

Types of DOT Drug and Alcohol Tests

The DOT requires several types of drug and alcohol tests for safety-sensitive employees.

Employees may be required to complete several different DOT-regulated testing events throughout their careers.

Pre-Employment Testing

Before an employee can begin working in a safety-sensitive position, they must undergo a pre-employment drug test. This test ensures that the individual is not using any prohibited substances before starting their job.

Random Testing

Random testing is a key component of the DOT's drug and alcohol testing program and is often part of structured employer drug testing programs. Employees are selected at random to undergo testing throughout the year. This helps to deter drug and alcohol use by creating an ongoing possibility of being tested.

Reasonable Suspicion Testing

If a supervisor or manager has a reasonable suspicion that an employee is under the influence of drugs or alcohol while on the job, they can require the employee to undergo testing through reasonable suspicion drug and alcohol testing. This type of testing is based on observable signs and symptoms, such as erratic behavior or the smell of alcohol.

Post-Accident Testing

In the event of a workplace accident, employees involved may be required to undergo drug and alcohol testing, including DOT post-accident drug and alcohol testing. This helps determine whether substance use played a role in the incident and ensures that any impaired employees are removed from safety-sensitive duties.

Return-to-Duty Testing

Employees who have violated DOT drug and alcohol regulations must successfully complete return-to-duty testing before resuming safety-sensitive duties.

Follow-Up Testing

Following return-to-duty, employees may be subject to unannounced follow-up testing as directed by a Substance Abuse Professional (SAP).

Substances Tested Under DOT Regulations

DOT drug testing screens for five prohibited drug classes:

Marijuana (THC)
Cocaine
Amphetamines
Opioids
Phencyclidine (PCP)

Alcohol testing is performed separately using federally approved breath alcohol testing procedures.

Breath Alcohol Testing

DOT alcohol testing measures alcohol concentration using an approved breath alcohol device.

The process generally includes:

Identity verification
Breath test

Confirmation test if needed
Documented results

If the measured alcohol concentration exceeds DOT limits, the employee may be removed from safety-sensitive duties.

Ensuring DOT Compliance

Successful DOT compliance requires more than simply conducting drug tests.

EMPLOYERS SHOULD:

  • Develop a written drug and alcohol policy.
  • Maintain required DOT records.
  • Use qualified collection and testing providers.
  • Follow applicable federal regulations.
  • Stay current with regulatory updates.

Working with experienced testing providers helps employers maintain consistent compliance while reducing administrative burden.
